Environmental Impact Assessment (EIA) identifies and measures the anticipated environmental effects of an activity, development or project. If the effects are unacceptable, steps can be taken to reduce or repair them. The EIA process should be transparent, open and expeditious. So that all points of view can be considered, the public should have access to the information presented and the opportunity to make their opinions heard.

EIA is a key tool for identifying environmental conditions which business activities must satisfy. It helps businesses understand what is expected of them, gives them confidence that standards are applied fairly and contributes to assuring a level playing field and fair competition—important factors in increasing trade and investment.

Our Program’s Activities to build EIA capacity and our Activities to achieve other Theme A goals are interdependent. Effective EIA depends on

Among our Activities to build institutional capacity for competent EIA:

  • A comprehensive course on the principles of EIA review and a detailed facilitator’s manual,
  • Train-the-trainer workshops for technicians, often concentrating on selected sectors, such as Mining, Forestry, Energy and Tourism; and
  • Introduction of tools such as NEPAssist, a system that streamlines the EIA process by providing immediate screening of environmental assessment indicators for a user-defined area of interest.

We have created a comprehensive Spanish language course and train-the-trainer manual for EIA review.  

The course reviews roles and responsibilities for evaluating impact, areas to cover and tools, and includes a case study and a resource manual.

The manual presents detailed day-by-day, hour-by-hour instructions for course facilitators, and provides a Power Point presentation, scripts, checklists, evaluation forms and other materials.

The Program is working to bolster CAFTA-DR capacity to assess and regulate environmental impacts from mining and other extractive industries.  Activities concentrate on application of best practices to improve the quality and transparency of environmental assessments, as well as permitting processes and other aspects of mining regulation and enforcement.    

Due to several high-profile cases where companies had extracted valuable minerals in remote areas of Guatemala without employing appropriate measures to protect nearby communities or the environment, the Government of Guatemala expressed a strong interest in instituting measures to improve environmental performance in the industry.

The Program is supporting the Government’s efforts by working with Guatemala’s Ministries of the Environment and Natural Resources and of Energy and Mines on increasing inter-ministerial cooperation and exchange of information to improve environmental assessment and permitting processes. 

Activities have concentrated on joint training sessions on EIA and mine permitting, and a joint study tour to Colorado to familiarize Ministry personnel with U.S. practices.
